Initially, any version of the operating system, like any software package, is released in the native language of the developers. In the case of the operating system of the Windows line, this is English. If you wait some time after the release of a fresh system, you can get a distribution kit of the system with a well-developed version of the translation into Russian. If you do not want to wait for this moment, you can use programs that add native localization to the English-language interface.
