If the owner of the computer does not have an installation disc (licensed), then the company providing reinstallation services will offer to buy a licensed installation disc with the OS. Thus, the price of the entire service will include the cost of installation (300-700 rubles in Russia) and the cost of the license.

It is worth noting that usually this kind of support is provided only for the first 1-2 years after the purchase of a computer and has a limitation: some stores can reinstall the system for free only a certain number of times.
Of course, given the ease of the installation process and the prevalence of "field" craftsmen who can do their work right at the home of the computer owner, the need to visit a service center is drastically reduced.
