Step 1
The easiest and most logical way to change the quality of a video file is to change its format. For this, you can use a lot of utilities. Use Total Video Converter. It is very convenient due to the fact that it works with most of the existing video formats. Download this program and install it.

Launch Total Video Converter and click the New Task button. In the expanded menu, click on the Import File item. Select the file you need to modify. To do this, use the opened explorer.

After selecting a file, a shortcut menu appears on the screen. First, check the box next to Decode with internal decoders. Now move the slider to Lower Quality or Normal Quality.

Select the target file format. The available formats are categorized for convenience. To view the future file using a personal computer, use the formats from the Ms Avi category. If you plan to run this video on your phone, then select the Mobile category.

After selecting the format, the program will reopen the start window. The working file will now be displayed in the upper left corner. Find the Output File field and specify the folder where you want to save the resulting video file. You can also cut the desired movie clip by specifying the Starting Point and Ending Point of the recording in the corresponding columns. Click the Convert Now button and wait for the running process to complete. Its duration depends on the size of the video file and the selected final format.

Close the program window and check the quality of the resulting file. If you could not start it, then use the Total Video Player program. It is usually installed along with the program.
