Step 1

Create a new document in a graphical editor by opening the settings using the New command from the File menu. Select RGB color mode from the Color Mode list box. In the Background Contents list, select White or Background Color. Use any color other than the background as the foreground color. This is required in order for the drawn circle to be visible.

Fill a circular selection with any color or texture using the Paint Bucket Tool. To use a texture to fill a circle, select Pattern from the list in the Paint Bucket tool's options bar.

Another way to draw a circle in Photoshop is to use the Ellipse Tool. Select this tool from the tool palette and switch it to Fill pixels mode by clicking on the button in the settings panel that will appear under the main menu after activating the Ellipse Tool.
