With some programs, you can change the sampling frequency of audio files. This technology is used to change the file size or sound quality of a track. This parameter is also (by mistake) called the bitrate, although this is a completely different term.

Step 1
Before you start changing the value of the sampling frequency, you need to download the Adobe Audition program from the Internet. The program is in limited (paid) access, i.e. it can be used in demo mode for only 30 days. After downloading, install the program and display the shortcut on the desktop.
Step 2
After starting the program, you must go to the audio editing mode (View Edit) by pressing the 8 key on the numeric keypad. To load the file into the main window of the program, press the key combination Ctrl + O. After loading the audio file of your choice, you can find out its main characteristics in the same window: the values of the discrediting frequency, bitrate and type of the audio file will be displayed in the status bar. For example, 48000 - 16-bit - Stereo.
Step 3
Press the F11 hotkey to invoke the Convert Sample Type tool. In the window that opens, you can immediately select a new frequency for your audio file, for example, 44100 (standard frequency for Audio-CD). To change the bitrate value, just select any value in the Bit Depth field. The bitrate value you choose is calculated in bits. To select or change the type of audio file, make changes in the Channels field. Among the options presented are Mono and Stereo.
Step 4
It is worth recalling that a decrease or increase carries a deterioration for the first case and the same level for the second case. Decreasing the discrediting value decreases the overall file size, and therefore decreases the sound quality. To improve the sound quality of an audio file, a simple increase in the frequency of discrediting is not enough, the quality remains unchanged.
Step 5
Now it remains to click on the "OK" button and save the audio file by clicking the File top menu, then selecting the Save As item or using the Ctrl + Shift + S keyboard shortcut.
