Instructions
Step 1
Call the main menu of the Microsoft Windows 7 operating system by clicking the "Start" button and go to the "Run" item to initiate the procedure for disabling the "Control Panel" item.
Step 2
Enter the value gpedit.msc in the "Open" field and confirm the execution of the command to launch the "Group Policy Editor" tool by clicking OK.

Expand the User Configuration node in the left pane of the editor window and select the Administrative Templates section.
Step 4
Select the "Control Panel" item and open the "Deny access to the control panel" option in the right part of the editor window by double-clicking.
Step 5
Apply the checkbox to the "Enable" field in the policy dialog box that opens and confirm the execution of the command by clicking OK.
Step 6
Exit the Local Group Policy Editor tool to apply the selected changes and return to the main Start menu for an alternative method of disabling Control Panel.

Go to the Run dialog again and enter regedit in the Open field to launch the Registry Editor utility.

Confirm the execution of the launch command by clicking OK and expand the registry branch HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionPoliciesExplorer.

Call the context menu by right-clicking on the empty space on the right side of the editor window and select the "Create" command.

Select the DWORD (32-bit) item in the drop-down menu and enter the NoControlPanel value in the Name field of the parameter window that opens.

Call the context menu of the created parameter by clicking the right mouse button and select the "Change" command.

Enter "1" in the "Value" line of the new parameter dialog box and confirm your choice with OK.

Exit the Registry Editor utility and restart your computer to apply the selected changes.
