Step 1
Before transferring files, it is necessary to determine how the process of transferring files and folders will take place: the hard disk is not divided - the data will be transferred to a separate medium, the hard disk is divided into partitions - the data will be transferred to the logical disk.
Step 2
In the first case, the necessary files must be written to a CD / DVD-disc or transferred to a USB-drive. Also, do not forget about the conveniences that can be achieved in the end by splitting the hard drive into several partitions. In the second case, you need to transfer the files to an empty previously prepared folder on the logical drive, for example, to the "D:" drive.
Step 3
As an example, we will consider the case with the save files of the computer game GTA Vice City. This directory is located in the system folder "My Documents" and is called GTA Vice City User Files. Copy this entire folder or its contents and copy (move) to another medium (disk partition).
Step 4
Then you need to reinstall the operating system. After loading the welcome window and installing all the drivers, copy the files to the new system. To do this, select the directory or all files and move them to the disk with the new system, and the name of the directories must remain the same.
Step 5
To check the correctness of the actions performed, you should start the game. To do this, go to your desktop and double-click on the GTA Vice City shortcut. Watch the two introductory scenes - the general menu will appear on the screen. Select the "Start Game" section and then "Load Game". Among the saves, select the appropriate one and activate it. The mere fact of the presence of rows with saved actions indicates that the actions were performed correctly.

In the same way, you can transfer any files without fear of performing a fresh installation of the system. It is also recommended to use this method for system upgrades that do not always go smoothly.
