Step 1
Turn on the computer and start the new version of the operating system. If the new OS does not differ from the previous one and you installed it on the same partition, then the best way out is to reinstall the OS again, having previously formatted the partition. Otherwise, you must manually delete all files and directories containing data about past users. These are the Users or Users folders.
Step 2
Clean up the registry. For this, it is recommended to use special programs.

If the OS was installed on a different partition, then find the Windows, Program Files and Users folders and delete them. If you can't access files from your computer, then insert your hard drive into another PC, start the system on it and delete all unnecessary files.

Sometimes, after reinstalling Windows 7, there is a problem with access to files and directories. In this case, you need to set access permission or change the owner. To do this, open the properties of the directory, go to the "Security" tab, click the "Change" button and allow your user to do all the actions.
