Each photo will have to be scaled down separately, which will allow you to create a collage of images of different sizes and more compactly and accurately position photos in the background.

When you are clear with all the layers, place the thumbnails in the background as you see fit. And using the "warp" tool, you can change not only the size, but also the angle of the photo.
