Let's consider a situation in which you need to connect two computers to the Internet, using a network switch supporting the router function to connect them. These devices are not difficult to find on the free market. They are relatively cheap.

Install a network switch in your apartment. If desired, it can be hidden from prying eyes. Note that you will need to route network cables to it.

Connect both of your computers to the selected hardware. Use the LAN (Ethernet) ports of the switch for this process.

Plug the Internet cable into the WAN (Internet) port of the switch. Turn on both computers and open a browser on one of them. Review the operating instructions for the network switch. Find its IP address. Enter this value into the address bar of your browser.
