All this is a symptom of the crash of the most important service of the Windows OS, which the system everywhere designates "explorer", and we usually call the explorer.

Step 1
To restore the familiar look of the desktop and all the functionality of the native computer, you need to launch this very Explorer into the world of Windows. You can do this in the following way: Step 1: press the CTRL key without releasing it, press the SHIFT key and in addition (without releasing anything) - the ESC key. This should open the Windows Task Manager window. If this does not happen, then use another key combination: CTRL + alt="Image" + Delete.

Step 2: In Task Manager, you need the Applications tab. You won't have to search for a long time - it is the dispatcher that opens by default. In the lower right corner of this tab is a button labeled "New Task" - click it.
