Surely you know that sites are created not only for advertising purposes, but also in order to generate income from this resource. The higher the traffic to a particular site, the more income of the person who owns the site can be. Great traffic can be obtained with good indexing in search engines, incl. Yandex. But not all sites meet the requirements of search engines, sometimes the "search engine" can impose filters.

Step 1
In connection with the emergence of a large number of sites that are created for the sake of money, but do not carry a semantic load and benefit, search engines are introducing filters. As a rule, search engine filters are constantly updated, new ones are created. Many webmasters know that the most demanding system is the Russian project - Yandex.
Step 2
To determine the number of pages that are under the filter (the site has been sanctioned), you need to look at the webmaster's panel. The search engine registers the total number of pages, some pages are blocked from indexing using the robots.txt file. The remaining pages should be indexed by search engines. For example, there are 300 pages in total on the site, with the exception of 150 pages in the robots.txt file, therefore, all other pages must be in the index. If there are significantly fewer of them than we expected, then a filter has been applied to the site.
Step 3
The filter is imposed, most often, due to the low percentage of uniqueness of the article. What does this mean? If the content on your site is similar in content to the materials on other sites, the site will automatically be filtered. To avoid the imposition of a sanction in the idea of this filter, it is necessary to check each added material for the uniqueness of the text using special programs (Etxt Antiplagiat and Advego Plagiatus). If you find similar sentences, you should change some words (use a dictionary of synonyms).
Step 4
Another filter, which is also widely known to many webmasters, appeared relatively recently (2010) and is called "You are spam". Some time ago it was believed that the more occurrences of a keyword in an article, the higher the site's position in the ranking of search queries. After creating this filter, many pages of sites fell under the filter, Yandex began to consider frequent use of spam. There is a way out of this situation: to reduce the number of occurrences of keywords, if possible replacing them with synonyms.
Step 5
If you are sure that you are posting unique content, it makes sense to write to the technical support of the Webmaster service clients. In the near future, specialists will answer your request.
