Using FastStone Image Viewer
This program is designed to view graphic files. But it also has a built-in function for converting pictures to pdf. To do this, you need to perform the following manipulations:
- Open the necessary pictures in FastStone Image Viewer.
- Enter the "Create" section, then select "Create multi-page file".

Next, click on the "Add" button and add the images that you want to place in the document. With the "Delete" button you can remove a picture from the list.
PDF conversion - Now you need to choose a format (in our case PDF). At this step, you can change the size, quality. If you need to send by mail - set the minimum, but pay attention to the final quality.
- Click on "Save".
- Choose a location on your hard drive to save and name the file.
Using XnView Software
This software is also free and can handle a wide variety of formats. To convert jpeg to pdf, you need to perform the following manipulations:
- Open the necessary pictures in the program.
- Choose "Multi-page file …" from the "Create" menu.
- Next, select more images (if necessary). In the "Options" section, you can specify all the necessary settings - resolution, quality, compression option.
