Your child is watching a cartoon, but you cannot send a document. However, the rate limiting is configurable, like most computer settings.

Step 1
If you set the file to download using a download manager, for example, Download Master, correct the download speed in the settings. To do this, click the "Action" item in the main software window. Next, select the line "Speed". A list of five options will open. Activate the "Adjustable" tab. A slider appears on the bottom line of the Download Master. With its help, you can reduce the speed to the value you need.
Step 2
Torrent clients like µTorrent also have the ability to limit both download and upload speeds, which is handy if you're saving on overall bandwidth. To limit the download speed of a specific file, select it from the list in the Torrent Name column. Right-click on it, in the context menu that opens, select the line "Speed priority". Then "Limit downloads" or "Limit uploads". The new menu will be marked by default "Unlimited", you select the desired value.
Step 3
To set the speed limit for any torrents, change the general download / upload speed settings. In the µTorrent menu, click the "Settings" tab, then the "Configuration" item. Also, the window for changing the settings can be invoked by the key combination Ctrl + P. Click on the "Speed" line. You will see several lines, among which select "General download speed limit", then set the desired speed value in KB / s.
Step 4
There is an easy-to-use program called NetLimiter. It is provided for a trial period of 28 days. Download it from the official website of the manufacturer, install it. Click on the program icon, then click "Open". Set the type of connection speed detection, for example, Mbps or KB. Set the required speed value in the "Download speed" field.
Step 5
You can use the free Traffic Shaper XP program. Download it from the official website of the Bandwidth Controller developer, install it. Run the program - you will see a window that says "Welcome to the network setup wizard." Click "Next" - "Download speed" - "Download speed", set the desired value, click "Next". Select the type of network connection (usually a local network), click "Next" - "Finish".
