And this is unpleasant, because sometimes it is extremely necessary to perform this operation. For example, if there are viruses on the USB device, simply deleting the files will not help.

Step 1
Many flash drives, especially the MicroSD format, have special jumpers that block information from being written to them and make it impossible to format them. Find such a switch on your USB device and move it to another position. After that, try to format the USB stick. In most cases, the result will be positive.
Step 2
You can also use the JetFlash Recover utility to format the flash drive. Find this program on the Internet, download and install it on your computer. Insert the flash drive into your computer. Run the utility. After that, press "Start" in the program menu. After a few seconds, the restrictions will be removed from your device and you can format it.
Step 3
Sometimes the impossibility of formatting a flash drive arises due to the fact that any file that is written on it is used by the operating system. Close all windows that can access the flash card, or, for example, open files (photos, text documents, etc.).

If the first three methods did not work for you, you can try using the HP USB Disk Storage Format Tool, which is free. During the formatting process, this utility removes all restrictions. Download it and install it on your computer hard drive.
Step 5
Insert the USB stick into your computer. Launch the HP USB Disk Storage Format Tool and the device will be displayed in the menu. If other flash cards are also connected to the computer, then you need to manually select the one that you want to format. This can be done by clicking on the arrow next to the Device line. If necessary, you can also select the type of file system in which the flash drive will be formatted.
Step 6
After selecting all the parameters, press "Start". The process of formatting the USB device starts. Wait for the notification of its successful completion, after which you can remove the flash drive from the computer.
