To do this, go to the "Start" menu. Next, select "Control Panel". In the window that appears, find the globe icon. It must be signed as "Regional and Language".

In the window that appears, you will first be taken to the Regional and Language Options tab. Here you can configure the display of the system date, currency units, some numbers and time. If you use Russian standards, you should select the "Russian" option (note that below you can also select your location, which, however, will not affect your daily work at the computer in any way).

Then go to the "Languages" tab and click on the "Details" button, as a result of which you will be taken to the "Languages and text input services" window. Select the "Options" tab.

Then find the "Add" button. In the window that opens, select Russian from the list. Then you will be asked to choose a keyboard layout, having chosen which, click on the "OK" button. As a result, you will notice that the Russian language has appeared in the list of installed services.

Next, you may want to set the default Russian keyboard layout. To do this, in the "Languages and text input services" window (after performing all the above actions, you will be in this window), find the "Default input language" list. Then select the Russian language from the list and use the "Apply" button.

That's all, in the course of the actions done, the Russian language was added from the basic language pack, and Russian will be initially used for keyboard input.
