Step 1

If you want to blur the background, open the photo in Photoshop and duplicate the main layer (Duplicate layer).

Step 2

In the layers panel, select the new layer, go to "Filter" (Filter) - "Blur" (Blur) - "Gaussian Blur" (Gaussian Blur). Choose the value that suits you. Blur can be made subtle or, on the contrary, strong.

Step 3

Remaining on the same layer, add a mask: "Layer" (Layer) - "Layer-mask" (Layer-mask) - "Show all" (Show all). Use the Eraser tool. Walk it over the object, which should remain clear. The result is a crisp foreground object and a blurred layer. Merge the layers and save the image in the desired format.

Step 4

Open an image to make a motion blur effect like in a photo with a car. Select the car with the Lasso or Polygonal Lasso tool. Move the selected car to a new layer: "Layers" - "New" - "Copy to a new layer".

Step 5

Apply the effect to the main Background layer. Go to "Filter" (Filter) - "Blur" (Blur) - "Motion blur" (Motion blur). Specify the desired value. You will get a car on a blurred background, as if at high speed.

Step 6

To create a frame around the image with blurred edges, like in old photos, open the image in the program and use the rectangular selection tool to constrain the central part of the photo, slightly smaller in size than the photo itself.

Step 7

Click Select - Modify - Feather. In the window that opens, select the feathering radius.

Step 8

Invert the selection: "Select" (Select) - "Invert" (Inverse).

Step 9

With the main color on the palette, select the color you want to dominate around the edges. Press the Delete key. The frame will become feathered and in the direction of the edges will transition to the selected color, in this case, to white.
