Step 1
Log into the operating system with an account with administrator rights. Open the "Run" utility in the "Start" menu and type gpedit.msc in the line, press Enter. In the user configuration window that appears, select the menu named "Administrative Templates" and then go to the components.

In the Operations Console, select the "Denied or Allowed Snap-ins" setting, then locate Group Policy Settings. In the snap-in extension, specify the Not Configured option next to each item. After you set the default settings, the installation of programs will be available to users of limited accounts.

Change the account to Administrators, however, after that, in addition to installing and removing programs, the user will have access to other operations. To do this, open the "Control Panel" and go to the "User Accounts" menu. Highlight the one you need with the mouse and select change account from the menu.

After that, click the "Make computer administrator" button. Save the changes and re-enter the system, check if the add / remove programs and other functions have appeared for this computer user.
