Step 1

Launch the program and open the picture you want to make blinking: click the "File" menu item, then "Open", select the image and click "Open".

Step 2

First, turn the background into a layer: in the "Layers" panel (if it is not there, press F7), double-click on the background layer and immediately click "OK" in the window that appears.

Step 3

Click Window> Animation. A new panel will appear at the bottom of the program. The first frame on it is the image you opened. At the bottom of the frame, the time that it will be on the screen is indicated, click on it and set 0, 1 sec.

Step 4

Click the button "Create selected frames", which is located at the bottom of the animation panel. In the Layers panel, find the "Opacity" field (it's in the upper right side of the window) and set it to 0%. Hold down the Ctrl key and select both frames. Click the "Create Tweens" button in the form of a chain of four round links, which is adjacent to the "Create Selected Frames". In the window that appears, set, for example, 12 frames in the field. This value will affect the speed at which the picture flickers.

Step 5

As you can see, 12 more frames appeared on the animation panel, which were located between the two original ones. Click on the Play button to make sure the picture fades out.

Step 6

Now create an animation of the appearance, i.e. the second phase of the picture blinking. Create another frame and set its Opacity to 100%. Select frames 14 and 15, click Create Selected Frames and immediately click OK. Click Play and make sure the blinking animation is ready.

Step 7

To save the result, press Alt + Shift + Ctrl + S, set “Permanent” in the “view options” field and click “Save”. In the next window, specify the path for the animation image and click "Save" again.
