Download CDSlow from the internet. Install it if necessary. If you have not installed the program, then run it. During installation, the program will start automatically. Its icon will appear on the taskbar of the desktop. Click on it with the right mouse button and set the rotation speed of the disks in the menu. Note that lower rotational speeds not only reduce noise levels, but also increase the likelihood of reading damaged discs.
