Editing the display parameters of the taskbar, like all other Windows panes, is a standard procedure in the Microsoft Windows operating system and can be done using standard tools.
Instructions
Step 1
Call the main menu of the Microsoft Windows operating system by clicking the "Start" button to perform the operation of editing the taskbar display settings and go to the "Control Panel" item.

Expand the Taskbar and Start Menu link and uncheck the Dock Taskbar box. An alternative method for solving the same problem is to open the context menu of the "Taskbar" element by right-clicking on an empty space of the panel and uncheck the "Dock the taskbar" field.

Move the border of the panel to the desired location, but do not forget that the taskbar cannot be more than half of the computer monitor screen.

Please note that changing the settings for displaying the taskbar in horizontal orientation is possible to the size of buttons or toolbar labels, and vertical editing is allowed with pixel precision.

Use the above method to edit the display settings of the taskbar and for the toolbar located in one of the corners of the monitor, or drag the “spine” of the panel when the toolbar is attached to the taskbar.

Use the general rules for resizing Windows windows to resize floating panels, and return to the main Start menu to complete the taskbar display settings operation using the Registry Editor tool.

Go to Run and enter regedit in the Open field.

Confirm the execution of the launch command by clicking OK and expand the registry branch HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionPoliciesExplorer.
Step 10
Define the value of the following parameters: - LockTaskbar - value 1 prohibits moving the taskbar; - TaskbarNoRedock - value 1 prohibits moving the panel to the opposite corner of the monitor; - TaskbarNoResize - value 1 does not allow resizing the taskbar; - TasbarNoThumbnail - value 1 prohibits displaying thumbnails when hover over and make the necessary changes.
Step 11
Restart your computer to apply the selected changes.
