The size of the visible part of the file layer opened in Photoshop is equal to the canvas area of the document and can be changed by decreasing or increasing the size of the document or canvas. However, in the graphics editor, it is possible to change the size of an object on any layer using the transformation tools.

Instructions
Step 1
The size of an object located on any layer other than the background layer can be changed using the Free Transform options of the Edit and Scale menu of the Transform group located in the same menu. To shrink or enlarge the picture, use any of these options and drag the knot or side of the border that surrounds the picture. If you need to resize an object while maintaining its aspect ratio, move the frame while holding down the Shift key. After pressing the Enter key, the transformation will be applied.
Step 2
The size of the image on the layer can exceed the size of the document canvas. In this case, the transformation frame will be in the hidden area. To see this frame, zoom out on the picture. To do this, use the Navigator palette so that there is free space between the borders of the document and the window in which it is open.
Step 3
You can resize the content of a layer by entering the amount of change in one of the fields of the transformation settings panel. To independently change the width and height of the image, enter the new height in percent in the H field, and the width in the W. If you need to keep the aspect ratio of the edited object, enable the Maintain aspect ratio option in the settings panel. It is disabled by default.
Step 4
The size of the image on the background layer can be changed by unlocking the image. To do this, double-click on the layer or use the Layer from Background option of the Layer menu. An object on an unlocked layer can be resized using the transformation tools.
Step 5
In Photoshop, it is possible to equally resize images on different layers. To do this, before applying the transformation, select all these layers while holding down the Ctrl key.
Step 6
You can use the Image Size and Canvas Size options on the Image menu to resize all layers in a document at the same time. In the first case, the size of the document and objects located on all its layers will change. After applying the Canvas Size option, the size of the document, the adjustment and fill layers it contains, will be resized. The size of objects on other layers will remain the same.
