"Blue" icons on the desktop appear like this due to a misconfigured theme. Sometimes this is done on purpose (on low-performance computers). To change the display of icons on the desktop, right-click on the shortcut "My Computer". Select "Properties" from the drop-down list.

You will see the System Properties applet. Go to the "Advanced" tab and click on the "Options" button in the "Performance" block.

In the window that opens, go to the "Visual effects" tab and check the box next to the item "Drop shadows with icons on the desktop." Click the Apply and OK buttons. After this action, the selection of the background of the icons should disappear (becomes transparent).

But this method is not always a panacea for this problem, if the option "Displaying web content" is activated, you will have to change the display settings a little more. Right-click on a free space on the desktop, select "Properties", you will see the "Properties: Display" window. You can also call this window in another way by clicking the "Start" menu, selecting "Control Panel" and launching the "Display" item.

Go to the Desktop tab and click the Customize Desktop button at the bottom of the window. In the "Desktop Elements" window that opens, go to the "Web" tab and check all entries in the "Web Pages" field, uncheck any entry in this field. All records about web pages must be deleted by selecting the page and clicking on the "Delete" button on the right side of the window.

After deleting almost all pages (one page cannot be deleted), uncheck the item "Fix desktop elements" and click the "OK" button twice. The blue background for the desktop icons should disappear.
