Whatever your lazy self prompts you, creating a flickering picture is not so difficult. Just a few skills in the Adobe Photoshop editor, and the program itself, are enough.

Instructions
Step 1
Open Adobe Photoshop and create a new document in it: click File> New, or press Ctrl + N. In the "Width" and "Height" fields, specify the required parameters. If you are creating a picture for an avatar, then already at this stage you should think about its size, because some resources (blogs, forums, etc.) support only certain proportions, for example 64x64 or 32x32, etc. After specifying the width and height, click "Create".
Step 2
Open the image on the basis of which you want to create a flickering picture: press the hotkeys Ctrl + O, in a new window select the desired file and click "Open". Using the Move tool (hotkey V) drag this picture onto the document created in the first step of the instruction.
Step 3
If their sizes do not match, first correct the dimensions of the picture. To do this, first turn the background of the picture into a layer: find it in the list of layers, double-click on it with the left mouse button and immediately click OK in the window that appears. Select the Zoom Tool (Z) and zoom out until the edges of the image are visible. Press Ctrl + T, hold down the left button on one of the appeared transparent squares and drag the mouse in the required direction. Press Enter and drag the picture onto the new document. If the dimensions do not match, repeat these steps until an acceptable result.
Step 4
Now open the document you dragged the picture onto and click Window> Animation. Move the cursor to the button located in the lower right part of the menu that appears. If the "Convert to timeline animation" pop-up appears, do not touch the button, if "Convert to frame animation" - click on it. In other words, you should be in stop-motion animation.
Step 5
Open the drop-down menu, which is located at the bottom of the frame, and select "0.1 sec" in it. Create another frame by clicking on Duplicates selected frames at the bottom of the animation menu. Another frame will be added. Select it, go to the Layers window and set the Opacity to 0%.
Step 6
Use Ctrl to select both frames and click on "Tweens animation frames". In the input field "Add frames" (Frames to add) enter, for example, 5 and click OK. An additional five frames will appear in the animation box, showing the transition from the first to the last. Create another frame and set its Opacity to 100%. Select the last frame and add 5 more frames. Now you have your picture flickering animation ready, click on Play to see it.
Step 7
To save the result, press the Alt + Shift + Ctrl + S hotkeys, in the window that appears, in the Looping options entry field, set Forever and click Save. In the next window, specify the path for the future file, enter the name and click "Save".
