Use the keyboard shortcut Ctrl + Shift + N to make a new layer. Select the Rounded Rectangle Tool and draw a rectangle or square of the desired size. In this case, the background color of this rectangle does not matter. Set the Radius parameter, which characterizes the degree of roundness of the corners, for example, 9. You can move the drawn shape using the keyboard arrows. Using the keyboard shortcut Ctrl + T, you can change the shape of this shape.
