To lock a house, you must craft an ax. Absolutely any tool will do: wooden, stone or even gold.

To find out who owns the "mesh" sealed territory and the house on it, you need to right-click on it (and in new versions of the game you need to do this with a stick in your hand). To find out the name of your region, use the / rg list command.
