If the program does not respond to requests or the client application does not receive data from the server, the port of the program or service is blocked by Windows Firewall. Registration of rejected packets will help you identify blocked ports and applications, Netsh Helper will help you tune your firewall configuration, and adjusting Group Policy settings will troubleshoot program execution problems.
Instructions
Step 1
Select Unblock this program in the Security Alert dialog box to configure Windows Firewall through the service window.
Step 2
Press the OK button to confirm your selection.
Use the System Security Center to further configure Windows Firewall.
Step 3
Log on to the system with administrator rights.
Step 4
Click the Start button to enter the main menu and select Run.
Step 5
Enter the value wscui.cpl on the command line and click OK to confirm.

Select the "Windows Firewall" section in the "Windows Security Center" window that opens.

Go to the Exceptions tab and click the Add Program button.

Select the required program from the list that opens and confirm your choice by pressing the OK button.
If all of the above does not help, it is recommended to manually add the application ports to the exclusion list.

Open the Netstat.exe utility. and apply one of its network functions (audio stream).

Type Netstat -ano> netstat.txt and press Enter. This will allow the application to create a file listing all pending ports.

Enter Tasklist> tasklist.txt and press Enter.
Enter Tasklist / svc> tasklist.txt if the program is running as a service. This will allow the application to create a list of services loaded by all processes.

Open the generated Tasklist.txt file.

Find the program you are looking for and copy its identifier.

Open the Netstat.txt file and copy all the logs and entries associated with the desired program.

Click the "Start" button to bring up the main menu and select "Run".

Enter the value wscui.cpl in the opened command line field and confirm your choice by clicking OK.

Select the Exceptions tab and click the Add Port button.

Specify the port number used by the desired program in the Add Port dialog box.
