Sometimes the horizon line in the photo is tilted. This can be the result of shooting when you were unable to hold the camera level, or scanning. However, the problem of a "blocked" horizon is easily solved with the help of Photoshop.

Step 1
Open the photo in Photoshop. Create a horizontal guide line: "View" - "New guide" (New guide) and place it roughly where you want the horizon to be. She will be your guide.
Step 2
The same can be done in a slightly different way. Go to View and click Rulers. Rulers will appear on the left and top of the window. To add a horizontal ruler to the image, click on the top ruler and, keeping the mouse button pressed, drag it to the intended horizon line. When you release the button, a blue line appears in the photo.
Step 3
Go to the Image tab and select Rotate canvas - Arbitrary. In the window that opens, specify the value of the angle (number of degrees) of rotation in the "Angle" field.
Step 4
Use the Measure tool to find out the angle value to specify. Select any obstructed object in the photo and with the left mouse button mark the beginning of the horizontal section and, holding it, the end of this section. Go to "Image" (Image) - "Rotate canvas" (Rotate canvas) - "Arbitrary" (Arbitrary), there will be the desired number of degrees in the "Angle" field.
Step 5
Select direction: clockwise (CW) or counterclockwise (CCW). Click OK. The image will rotate and the horizon line will be aligned. To make sure the horizon is really flat, place the guideline exactly on it and see if they line up.
Step 6
The canvas has increased in size, so crop the image to remove the white edges.
Step 7
Another way. Go to "Filter" (Filter) - "Distortion" (Distort) - "Correction of distortion" (Lens correction). Check the box "Show grid", select "Custom", change the angle of the image.
Step 8
You can use only the Crop tool to fix the horizon line. With it selected, select the photo and you'll see curved arrows in the corners of the selection. Rotate the photo by eye, and then crop it.
