One of the easy ways to add a decorative frame to your video is to insert the video into the picture. This trick can be done with an editor program that can work with multiple video tracks and masks.

Instructions
Step 1
Load the video you want to insert into the picture into After Effects using the File option from the Import group of the File menu. Import the image in the same way. Using the mouse, drag files one by one from the Project palette to the Timeline palette.
Step 2
By default, the linear dimensions of a frame in a composition depend on the dimensions of the footage that was added to the timeline that created the composition. In order to change the parameters of the video that will turn out after processing, use the Composition Settings option in the Composition menu, insert the frame width in pixels into the Width field, the height into the Height field, and the duration in hours, minutes, seconds and frames into the Duration field.

If you want to get a video playing in a rectangular window over the selected image, place the image layer under the video layer. Open the parameters of the layer with the clip by clicking on the arrow to the left of the file name. In the same way, expand the Transform item and decrease the value of the Scale parameter. If the picture selected as the background is the same size as the video frame or is larger than it, you will see fragments of the image framing the reduced clip.

By default, the video will be centered in the background image. If you need to move it, adjust the parameters in the Position field. Changing the x value will give you a horizontal shift of the clip. By adjusting the y value, you move the clip vertically.

Frames that partially overlap the video are often used to design greeting clips. For this effect, place the image on the topmost layer. With the Pen Tool turned on, limit the area of the picture that will be transparent. After saving the final file, a clip will be visible in this place. Expand the parameters of the image layer, expand the Mask item and change the mask mode from Add to Subtract.
