Instructions
Step 1
Open the system partition of the operating system, then the Windows folder. Then find the System32 folder and also open it. If you are using a 64-bit operating system, the folder will not be named System32, but System64. Further in it you need to find and copy a file named Ctfmon.exe.
Step 2
After that click "Start", select "All Programs". In the list of programs, click on "Startup" with the right mouse button. Then select "Open". Further in the folder itself, right-click. After that, select "Paste" from the context menu.
Step 3
Now you need to restart your computer and enter again in safe mode. After restarting the PC, the language layout should switch in the standard way for your operating system. If you are unable to switch the language using the keyboard, you can use the language bar. It is now available and is located as always in the lower right corner of the desktop.

You can also fix the problem using the Punto Switcher program, which is used to customize the keyboard. The program is non-commercial. Find it on the Internet, download and install it on your computer hard drive. Run the application. The icon will appear in the lower right corner. Click on this icon with the right mouse button.
Step 5
Then select "Settings" in the context menu. In the left window of the program there is a list of settings. In this window select "General". Further in the right window of the program, find the "Switching layout" section. Check the "Toggle by" box. There is an arrow next to it - click on this arrow and select the key that will be used to switch languages. For example, you selected the right ctrl. After that click "Apply" and OK. Now it is enough to press the right ctrl, and the language will be changed.
