Step 1
You can create a console file in all operating systems starting from version 2000 and Server 2000. To start the console, click the "Start" menu and select "Run". In the window that opens, enter the MMC command, then click "OK". You will see a window for managing the MMC console. You shouldn't expect a pleasant graphical interface from this program.
Step 2
Click the Console menu, then select Add or Remove Snap-in. In the window for adding and removing snap-ins that opens, you can specify the snap-ins to be inserted into the list of all existing snap-ins. Click Add.
Step 3
In the "Add standalone snap-in" window that opens, double-click on "Computer Management". Select the item "Local computer", check the box next to the item "Allowed to change the computer selected for control when starting from the command line". Click the Finish button, then the Close button.
Step 4
Go to the Extensions tab, check the Add all extensions box, then click OK. There are also other functions in the management console that are related to displaying windows for selected tasks.
