Dust spots on the camera lens, reflections of the built-in flash in snowflakes, and a variety of other reasons can be removed from the photo using the corrective tools in Photoshop.

Instructions
Step 1
Using the Open option on the File menu, open the image in Photoshop. Leave the background image layer locked. This will allow you to have the original version of the shot at hand, which will come in handy if the correction at any stage turns out to be excessive.
Step 2
In order to remove spots from areas of the image that do not differ in a high degree of detail, the Dust & Scratches filter is suitable. To apply it, add a copy of the picture with spots to the document using the Duplicate Layer option of the Layer menu, and open the settings with the Dust & Scratches option of the Noise group of the Filter menu.
Step 3
Set the Threshold parameter to the minimum value, and set the Radius value to the maximum. Decreasing the value of the radius and gradually increasing the value of the threshold, achieve the disappearance of spots when the image is not completely blurred. Hide the processed image under the mask by applying the Hide All option in the Layer Mask group of the Layer menu.
Step 4
Use the Dodge Tool in Shadows mode to lighten the mask where the spots are. If the correction of some of the areas does not suit you, darken the mask in this place using the Burn Tool.
Step 5
If there are areas in the image, with the help of which it is possible to close the spot without prejudice to the image, use the Patch Tool. To use this tool, copy the original image to a new layer or, if part of the spots is already covered with an adjustment layer, apply the combination Ctrl + Shift + Alt + E. A layer will appear in the document, consisting of visible fragments of all layers below.
Step 6
With the Source option enabled in the tool settings, outline the fragment with the spot. While holding down the left mouse button, drag the selection to an area of the picture suitable for overlapping the spot, and release the button.
Step 7
Use the Clone Stamp and Healing Brush tools to remove spots from parts of the image where you want to keep the texture. Use the Create a new layer button from the layers palette to add a transparent layer for the correction results. Turn on the Sample all layers option in the tool settings and specify, holding the Alt key, the area of the image from which you will copy the pixels to overlap the spot. Paint over the damaged fragment by releasing Alt.
Step 8
Use the Save As option of the File menu to save the image without spots.
