The manual port opening procedure in Microsoft Windows Vista is usually caused by the lack of the required program in the list of the Exceptions tab of the Windows Firewall window.
Instructions
Step 1
Call the main menu of the Microsoft Windows Vista operating system by clicking the "Start" button to manually open the required port and select the "Control Panel" node.

Expand the Security group and select the Windows Firewall link.

Specify the "Advanced Settings" command in the left pane of the firewall settings window and confirm your choice by entering the administrator password in the corresponding line of the system prompt window that opens.

Make sure that you have the permissions of your ISP as the port opening procedure is limited by the Windows firewall and cannot guarantee the desired access.
