Low-level formatting is not a procedure for programmatically changing information recorded on a hard disk. This is the process of physically changing the surface of the platters, which are located in the hard drive case. For modern formats (ATA) hard drives, such an operation is performed only once, when they are released from manufacturing plants. Moreover, each of the manufacturers uses their own settings and algorithms for this operation.

Step 1
To carry out low-level formatting of your hard drive, you need to purchase a special unit - "Servowriter". Or find a service center or laboratory that deals with data recovery and has such equipment. This is a rather expensive and uncommon device. In addition to the servowriter, you will also need data on the settings required for low-level formatting of the hard drive of your particular manufacturer and model - they are written to special media used by the servowriters. It is unlikely that such data for "foreign" models will be at the disposal of any, even a very large branded service center. Perhaps they are collected in one place in the regional divisions of the Ministry of Internal Affairs specializing in computer crimes. How to negotiate a low-level formatting of your hard drive with these authorities depends entirely on your relationship with them.
Step 2
Another way to do low-level formatting of a hard drive would require an HDD manufactured before about 1998. At that time, the partitioning of hard drives was based on different principles and this kind of formatting could be done by means of the hard drive itself. In addition to a fairly old hard drive, you also need the appropriate software - a BIOS of the same years of production with a built-in LLF-formatting option. Having installed all this in your computer, you can use a rare BIOS to format a rare hard drive at a low level.
Step 3
For advertising purposes, some software manufacturers call low-level formatting filling the entire volume of the hard drive with zeros or random characters ("garbage"). This kind of conventional hard disk formatting is usually used to exclude the possibility of recovering information previously stored on the disk. If such a replacement for full-fledged low-level formatting is sufficient for your purposes, then download and install the appropriate program on the removable media. For example, HDD Low Level Format Tool or MHDD program from a domestic manufacturer. Both of them are free, and the procedure depends on which program you choose.
