The Bring Forward command will move the selected layer one position up. As you might guess, the Send Backward command will send the selected layer one position down, and the Send to Back command will move the selected layer or multiple layers to the lowest position in the Layers palette. you need to change the order of the layers to the opposite, select these layers and apply the command Reverse ("Reverse").

If you are used to using keyboard shortcuts when working in graphic editors, use the Shift + Ctrl +] hotkeys to move the selected layer to the front. To raise the layer one position up, press Ctrl +]. The combination Ctrl + [will lower the selected layer by one position, and the combination Shift + Ctrl + [will drag the layer you are working with to the lowest position.
