To display the icon in the Start menu, open the folder containing it and grab it with the left mouse button. Without releasing the button, drag the cursor along with the icon to the Start menu on the desktop panel, wait for it to open. Raise the icon to the top half of the menu (above the "Programs" line). The icon will immediately appear in the menu.

If you want to create a shortcut to a file in a different location, open the destination folder and right-click on an empty space. Select the "Create" command, then "Shortcut". The shortcut sign will appear in the folder, and in the new window, in the Object Placement field, click the Browse button. Select the folder where the required file is located, then select the file itself and the "Next" button. Assign a name to the shortcut and click Finish. The shortcut will receive the same icon as the source file.
