There are many ways to create picture frames using Photoshop tools. Making some frames is not much different from working on a collage. In order to emphasize the borders of the picture in a less complicated way, a layer mask, style and filters are enough.

Instructions
Step 1
Open the picture for which you are going to make a frame in Photoshop and create a duplicate of the active layer. This operation can be performed using the Dublicate Layer option from the Layer menu.
Step 2
To create a simple frame, you will need to apply a stroke to the layer. Open the settings window with the Stroke option from the Layer Style group of the Layer menu. Adjust the color and width of the stroke line in pixels in the window that opens. Select Inside or Center in the Position field.
Step 3
By setting the Size parameter to a large value, instead of a narrow band, you get a wide area along the edges of the image filled with the selected color. You can choose a gradient or texture instead of a color for the stroke. To do this, in the Fill Type field, select Gradient or Pattern instead of Color. All the results of changing the settings can be immediately seen in the open document window.
Step 4
Another way to create a simple frame is to apply Photoshop filters to the edges of the image. In order to create a blank, select the part of the picture that will not be covered by the frame. Free-form selection can be created using tools from the Lasso group. The Marquee group contains tools suitable for making rectangular or elliptical selections.
Step 5
Create a mask on a copy of the layer with the original image based on the selection. To do this, use the Hide Selection option from the Layer Mask group of the Layer menu. Apply one of the blur filters to the created frame base or add noise. Radial Blur in Zoom or Gaussian Blur mode is suitable for creating frames. The settings for these filters are opened by options from the Blur group of the Filter menu.
Step 6
To add noise to the frame, open the settings window with the Add Noise option in the Noise group of the Filter menu. If, when you change the filter settings, the image in the document window remains unchanged, you are working not with a picture, but with a mask. Cancel all the actions that are in the History palette after creating the mask, and click on the rectangle located to the left of the mask icon in the layers palette.
Step 7
For more picturesque results, experiment with filters from the Filter Gallery. Open the gallery window with the Filter Gallery option from the Filter menu. By clicking on the icon of any of the filters, you will see the result of its application in the preview window. To apply more than one filter to the frame, click on the New Effect Layer button and click on the icon of the filter that you are going to apply to the image.
