A Windows-based PC has two main managers that a user might need - a task manager, which can be used to regulate processes, and a window manager, which allows Windows 7 Aero users to customize the appearance.

Instructions
Step 1
Enable Desktop Window Manager in Windows 7 Aero. Click on the "Start" button in the taskbar. Expand the section "Control Panel" and click on the name "Administrative Tools".
Step 2
Select the "Services" node and then find the "Desktop Window Manager" service in the list. Check its launch parameters. In the "Status" line, right-click in front of the service and select "Start" or "Enable".
Step 3
Enable Desktop Task Manager by pressing Ctrl + Alt + Del or Ctrl + Shift + Esc. If your PC is running Windows 7, after pressing the keys, click on the line "Start Task Manager". In addition, start the task manager using the Win + R combination. Enter taskmgr in the line and click "OK".
Step 4
You can also find the Task Manager in the C: WindowsSystem32 askmgr.exe folder. Instead of the C: drive, you can print the drive where you have the Windows folder. Click on the taskmgr.exe file and press Enter on your keyboard.
Step 5
Enable Desktop Task Manager by using the Registry Editor tool. Press Win + R on the keyboard or click on "Start" and go to the "Run" dialog. After the window appears, type the word regedit in the "Open" field and click "OK".
Step 6
Find the REG_DWORD DisableTaskMgr parameter in the HKEY_CURRENT_USER → Software → Microsoft → Windows → CurrentVersion → Policies → System section and set the value to 0 or delete the parameter altogether. Restart your PC for the changes to take effect.
Step 7
In the event that your PC has been infected with a virus, turn on the task manager using Win + R. In the window that opens, enter gpedit.msc and click "OK". In the "Group Policy" dialog box (in Windows 7 - "Local and Group Policy Editor"), click on the inscription "Local Computer Policy" and then select "User Configuration". Select the Administrative Features node. There click on "System" and then on the line "Features Ctrl + Alt + Del".
Step 8
Double-click on the line "Remove Task Manager" with the left mouse button. If in the Properties: Remove Task Manager window, a dot is set next to the Enabled radio button, move it to Not Configured or Disabled. Click on the "Apply" button and then "OK". For the changes to take effect, restart your PC or minimize all desktop windows by pressing Win + D and press F5. After rebooting, the task manager will be able to start.
