Step 1

Open a file with a drawing or photo. Press the key combination Ctrl + O, or select the "File", "Open" menu items. In the dialog that appears, open the directory where the file is located, select it and click the "Open" button.

Create a new layer. To do this, press the Shift + Ctrl + N keys, or select "Layer", "New", "Layer …" from the menu. In the "New Layer" dialog that appears, select the "None" value in the "Color" list, and the "Normal" value in the "Mode" list. Click the "OK" button.

Step 3

Fill the layer with black. To do this, set the foreground color to black. Then select the "Paint Bucket Tool" from the toolbar and click anywhere on the image. You can set the foreground color by clicking on the corresponding rectangle located on the toolbar.

Step 4

Add noise to the image. Select the items "Filter", "Noise", "Add Noise …" from the menu. In the "Add Noise" dialog that appears, check the "Monochromatic" box, in the "Distribution" group, check the "Gaussian" radio button, and in the "Amount" field, enter the value 400. Click the "OK" button.

Step 5

Apply motion blur to the image. Click on the menu items "Filter", "Blur", "Motion Blur …". In the Motion Blur dialog, in the Distance field, enter a value of 30. In the Angle field, enter a value for the angle at which it should rain. For more convenient input of this value, you can use the control in the form of a circle, located next to the field. For visual control of the effect, check the "Preview" box.

Change the mode of the current layer to "Screen". Switch to the "Layers" tab in the right pane. Select "Screen" from the drop-down list.

Step 7

Adjust picture levels. Open the "Levels" dialog. This can be done by pressing the Ctrl + L keys, or by selecting the "Image", "Adjustments", "Levels …" menu items. In the "Channel" drop-down list of the dialog, select "RGB". Check the "Preview" box. In the boxes below the Input Levels chart, enter your preferred values. It is convenient to change the values in the indicated fields by moving the sliders below the diagram. Move the sliders to the right and watch the image in the editing window. Set the sliders so that the rain effect looks realistic enough. Click the "OK" button.

Step 8

Save the edited image. Select "File" from the menu and then "Save As …". Or press Shift + Ctrl + S. In the dialog, specify a new name, format and path for saving the file. Click the "Save" button.
