Hover the cursor over the line "Toolbars" - another menu appears, in which you need to select the "Quick Launch" line and activate it by putting a "checkmark" in front of it. Done!

The second option for creating the Quick Launch is also quite simple. To do this, you need to left-click on the "Start" button located in the lower left corner of your computer monitor. After that, select the "Control Panel" section in the menu that opens by clicking on it with the left mouse button once. A window will open in which you select the item "Taskbar and Start Menu" by clicking on it with the left mouse button twice. Here is a window called "Properties of the taskbar" and the "Start" menu. Select the "Taskbar" tab in the window that opens by clicking on it with the left button. Then put a “check mark” in the box in front of the line “Display Quick Launch Toolbar”.
