Step 1
Left-click the "Start" button, then click on the "All Programs" tab. Then select "Standard" from the list. A list of standard programs for the Windows family of operating systems appears. The command line will be among them. Click on it with the left mouse button, and the command line will start.

Another way to run the command line. Click Start. At the very bottom is the search bar. Type cmd.exe on this line and press Enter. In a second, the search results will appear and will be arranged by section. The topmost section is called Programs. There will be a command line.

If you need to run the command line as administrator, then you can do it like this. Click on the command line with the right mouse button. A context menu will open. It will contain the command "Run as administrator". You can also use this menu to pin the command line to the taskbar and to the Start menu. This can be done if you often need to launch it.
Step 4
In order to display help about the command line and learn about its capabilities in Windows Vista, you must, respectively, run this same command line, and then enter the help command in the line. On the left side of the window there will be a list of available commands, and on the right side - a description of these commands.

If you need to open the command line in safe mode, then in the window for choosing the option to boot the operating system, you need to select the option "Start Windows with command line support". You can open a command prompt in safe mode in exactly the same way as during normal operation of the operating system, although some commands in this case may not be available.
