In such a situation, a hard drive with an installed OS would be very helpful. For example, if you have an external hard drive, then you can install an operating system on it and, if necessary, start the computer in order to access information.

Step 1
Installing an operating system on a hard drive is quite possible. But there are a number of nuances. For example, you probably won't be able to install a full-fledged OS on an external hard drive. More precisely, it can and will work, but it will not work. Therefore, it is necessary to act a little differently, namely to install a special assembly of the Windows PE operating system.
Step 2
First, you need to download an image of the Windows PE operating system. This OS variant can be easily found on the Internet. After that, you will need to download the PeToUSB utility. And the last thing you need is any archiver. It is advisable to use WinRar, one of the newest versions of the program.
Step 3
After downloading the operating system, unpack its image. To do this, simply right-click on it and select "Extract Files". Next, select the folder where the files will be extracted. If the archiver functions have not been integrated into the context menu, then use the archiver menu to extract the image.
Step 4
Run the PeToUSB utility. The program menu will display a list of drives that are connected to your computer. Select your external hard drive. After that, in the program menu, find the line Enable Disk Format, next to which check the box.
Step 5
Next, find the line Source Path To Built BartPE WinPE Files. There will be a browse button next to it. Click on this button and specify the path to the folder into which you unpacked the image with the operating system files. At the very bottom is the line Enable File Copy. Check the box next to this line. Then click "Start". The process of installing the operating system to your external drive will begin. You just have to wait for it to complete. You can activate booting the computer from external drives in the BIOS menu.
