The language selection panel is included in the standard set of utilities in Windows Vista and is a convenient user tool. Accidental deletion of the panel itself or the ctfmon.exe file from startup creates certain inconveniences, but it is quite amenable to "treatment".

Step 1
Use the right mouse click on the "Taskbar" to bring up a dialog menu.
Step 2
Select Panels from the drop-down menu.
Step 3
Make sure the checkbox in the "Language Bar" is checked. If the checkbox is checked, but the "Language bar", nevertheless, does not appear, then the following sequence of actions is proposed.
Step 4
Enter the Start menu and go to Control Panel. Select Regional and Language Options.

Click the Change Keyboard button on the Keyboards and Languages tab.

Select the "Language bar" tab in the newly opened window and uncheck the "Pinned to the taskbar" box.

Click the Apply button.

Return to the "Start" menu and right-click on the "Computer" line to bring up the context menu.

Select "Control" from the drop-down menu.
Step 10
Open Task Scheduler and go to Task Scheduler Library. Go to the Microsoft section and highlight the TextServiceFramework in the Windows box.

Find the MsCftMonitor task in the right window. If it is not active, enable the task by right-clicking and pressing the "Enable" button.

Go back to the Start menu and type services.msc in the search bar. Press the Enter key.

Make sure the Task Manager service is running in unattended mode. If automatic mode is disabled, return to the Start menu and type regedit in the search bar. Press the Enter key.

Repeat the steps listed in the previous paragraph and right-click on regedit.exe to call the drop-down menu.

Select "Run as administrator" (if necessary, enter the password).

Select the [HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionRun] block.

Select the "Edit" menu and go to "New".

Name the newly created REG_SZ parameter ctfmon.exe in the "String Parameter" section.

Assign the value C: WindowsSystem32ctfmon.exe to this parameter (assuming the OS is located on the C: drive. Otherwise, specify the OS location drive).

Close the "Registry Editor" and reboot the system.
