Press Ctrl + L to bring up the Levels dialog box. Move the sliders so that the tone and lightness of the hair changes, simulating a highlight. Set the blending mode of this layer to Exclusion in the Layers palette.

Duplicate the layer. Select the Blur Tool with blurred edges and a Strenght of about 10%. Apply a tool to the layer. Set the blending mode of the layer to Linear Dodge. The hair in the photo is now shiny.

Step 4

To make the eyes shine, create a new layer in the Layers palette. Use a small, soft brush and paint a white circle about halfway between the outer border of the iris and the pupil. Run the main menu command Filter-Blur-Gaussian Blur. Set the blur radius to about 3-6 pic. Set the layer blending mode to Overlay on the Layers palette. Reduce the opacity of the layer to about 40%.

After that set the layer blending mode to either Overlay, Lighten, or Screen in the Layers palette. Different lips look better with different blend modes. Reduce the opacity of the layer. Now the lips are shiny and sexy.
