Any computing system can emulate any other, with sufficient resources. This requires a special program called an emulator. Such programs exist for both computers and smartphones.

Step 1
Often there is a need to emulate another computer of the same type on one IBM PC-compatible computer. This allows, for example, to run Linux on top of Windows, or vice versa, to experiment with various exotic operating systems, for example, MenuetOS, without having to allocate separate partitions on the hard disk for this.

Step 2
Programs that emulate an entire personal computer are very resource-intensive. Much less resources are required for their work programs that emulate strictly defined operating systems. For example, you can use Dosemu and DOSBOX to run DOS programs on top of Linux or Windows. The first one only works on Linux and requires the processor to be with x86 instruction set. The second works on both Linux and Windows, on x86 and ARM instruction set processors, but is slower and requires more RAM.

Very often it is necessary to run programs intended for Windows in the Linux operating system, for example, if the latter is not on the computer. The Wine emulator is intended for this. The disadvantage of Wine is that it is not compatible with all programs. It should also be borne in mind that the license of the Internet Explorer browser prohibits its launch under this emulator.

Programs designed for the Sinclair ZX Spectrum computer can be run not only on a computer, but also on many models of cell phones. This was made possible thanks to the policy of the current owner of the rights to Spectrum - Amstrad, which explicitly allows the creation of such emulators by anyone.
