If you are using the standard explorer, then use the right mouse button to bring up the context menu. Next, select the "Create" item and then select the creation of a regular text document, which you then need to rename.

To rename a document in a regular explorer, select the file and right-click the menu, in which you should select the "Rename" item. If you are using Total Commander, then select the file and press the F2 key.

The created file needs to be opened and the following lines copied there:
