Sometimes, during various operations with files, you have to receive a refusal from the operating system to perform the necessary actions, accompanied by a notification that you do not have enough rights. There are several ways to deal with this obstacle.

Step 1
To get access to any file located on another computer of your local network, you need to change the security policy of the OS of this network computer. To do this, you need to: Step 1: enter the operating system of the network computer on which the desired file is stored with administrator rights. Step 2: start Windows Explorer by double-clicking the My Computer icon or by pressing the CTRL + E key combination. Step 3: in Explorer navigate to the folder containing the desired file, right-click it, select "Sharing and Security" from the menu. The folder properties window will open, in which you need to go to the "Access" tab and check the "Share this folder" checkbox. Then click the "Permissions" button and in the "Allow" column put a checkmark in front of the "Full Control" item. Step 4: click the "OK" buttons in the open dialog boxes of permissions and folder properties. After that, access to the file for network users, including you, will be opened.
Step 2
If the OS displays a message about the lack of access to the file on your own computer, then, most likely, this is a system file and you do not have enough rights to change it. In this case, in order to change the security policy and take ownership of the desired file, do the following: Step 1: start Windows Explorer by double-clicking the "My Computer" icon or by pressing the keyboard shortcut CTRL + E. Step 2: find the file you are interested in, right-click it and select "Properties". In the file properties window that opens, go to the "Security" tab and click the "Advanced" button. Step 3: in the "Additional security settings" window, on the "Owner" tab, in the "Change owner to …" list, select the line with your username. Step 4: Click "OK" in the open dialog boxes of additional parameters and file properties. After that you will have sufficient permissions to access the file. But if it is a system file, then it can be involved in the operation of the operating system and therefore all manipulations with it can be blocked. You can force close the program using the task manager - press alt="Image" + CTRL + Delete, on the "Processes" tab, find the one you need, click it and click the "End Process" button. If, in this case, the operating system fails, you can try to modify the file by restarting the computer in safe mode.
