Step 1

Open the picture to which you are going to add a frame in a graphics editor and select the entire contents of the layer by pressing Ctrl + A or using the All option of the Select menu.

Apply the Border option from the Modify group of the Select menu. In the window that opens, specify the width of the border to be created in pixels. Paint the resulting frame with color using the Brush Tool or Paint Bucket Tool.

Before creating a frame with a stroke, use the Layer from Background option in the New group of the Layer menu. This will make the layer editable.

Open the stroke options with the Stroke option from the Layer Style group of the Layer menu. Select Inside from the Position list. Click on the color swatch in the settings window and select the color of the frame to be created. Typically, it is white, black, or gray. Move the Size slider to adjust the width of the frame.

In this way, you can make a frame consisting of several colors. To do this, after adding a stroke to the layer, create a new layer above the outlined photograph using the Layer option of the New group of the Layer menu. In the Width and Height fields, enter the amount in pixels by which the canvas will be resized. To get a three-pixel border, you need to increase the canvas's height and width by six pixels.

You can enlarge the canvas in this way several times. By adjusting the different colors of the canvas during the transformation process, you will get a frame consisting of several colors.
