Problems with starting the Windows Vista or Windows 7 Security Center can be caused by incorrect settings in the Security Center itself, the User Logon service, or a computer infection with malware that prevents the service from starting normally.

Instructions
Step 1
Click the Start button to enter the main system menu and go to Run to launch the command line tool.

Enter Services.msc in the Open field of the application window and select Programs.

Click the Services button and select Security Center from the list of programs on the right side of the application window.

Call the service menu by right-clicking on the "Security Center" field and select the "Properties" item.

Select "Automatically (Delayed Start)" from the "Startup Type" drop-down list.

Click the Start button under Service Status to launch the Security Center.

Click the "Apply" button to execute the command and confirm your choice by clicking the OK button.

Close the Services window. If you receive an error message and you cannot start Security Center, you will need to change your login settings.

Call the context menu by right-clicking on the "Security Center" field and select "Security Center Properties".

Click the "Sign in" button and go to the "Overview" tab to edit your account settings.

Specify "Local Server" in the "Enter the object names to select" field and click the "Check Name" button.
